I submitted my question on Monday giving the financial people time to think up an answer. This is the best they could do:

My guess is that this answer came from the accountants (Suplee, Clooney & Company) and something was lost in translation.

Yes the contributions payable in April are based on a valuation from two years ago but it is not any March 31 valuation but rather June 30 which is the plan year.

And that contribution number is set which is why it is almost two years old. Actuaries do not get their reports done the day after the year ends. The June 30, 2020 valuations are not out yet and they have been coming out later each year. The June 30, 2019 valuations came out April 23, 2020 and included the amounts localities had to pay by April, 2021.

Retro bills? Buffers? Has the state ever sent a retro bill for a pension payment?

And as for ‘buffers’ they happened to be $150,000 for PERS and $316,195 for PFRS for 2021 but it was all over the place in prior years with no ‘buffers’ about half the time.

Then there is the check registry which matches the state website billings but the budgets under expenditures show additional payments over the years. As Finance Director Bibi Taylor observed: “there is no way you can spend that money other than payment to the State of New Jersey, Department of Treasury, Division of Pension and Benefits.” But Union County apparently found a way and the question remains as to who got, or will get, that extra $2 million.

Not here in Pa though, at least this part of it. Lol. You try to take the guns of these folks and 1/6 will look like a day at the amusement park. That’s where I draw the line. I will NEVER obey any order that requires me to disarm law abiding citizens. We have seen on both sides just how fragile our republic really is.

            I think even a few years ago in response to all the school shootings, this idea may have been slightly less insane for assault rifles. Just slightly. After all, if only the police have guns—it’s a police state. Right? Better for the police? Safer? Yes. No doubt. For the police. However, I would expect the utmost resistance in this endeavor. With some resorting to using lethal force in an attempt to retain the weapons and 2A rights. There would scores of dead cops and tens of thousands of dead civilians at least. And after accomplishing this feat, what would be left? Hard left politicians controlling every aspect of life. No guns. Free speech? Forget it. We are losing that now. The pesky 4A that keeps guys like me from searching and seizing gals like you? Gone too.
            Watching all these crime spikes and all these people getting beaten by people much younger and stronger? Nah. I’d rather they be able to defend themselves. After 2020, I’m significantly more right wing than I was. And I leaned right to begin with. Fatso made a lot of liberal cops with his crap. Including me for a while. An election cycle or two. I voted for Murphy as about every cop did. But I always voted gop until Corzine in 2009. Our union smelled a liar w Christie and they were 100% right.

            And only maybe a third of it is the virus. Rest of it is this crime spike and border nonsense. So yea. I can’t imagine too many cops will be knocking on your door looking for your grand pappy’s six shooter. You should be thankful for that.

            Nobody is going to take away everyone’s guns.

            We will likely see more background checks ….. as there SHOULD BE for EVERY sale or transfer of a gun (perhaps excepting some antiques).

            WORST case for gun enthusiasts is a ban on future sales of assault-style semi-automatics. I don’t envision confiscating those now legally in Private hands.

            There are FAR more homicides using KNIVES than “assault weapons'”, More anti-gun bullshit propaganda. There are more KNIFE attack’s in America than ALL types of “rifles” combined.

            “Universal background checks” are a great example of feel good do nothing nonsense. Criminals mostly get their guns by:
            1. not being a criminal yet and passing a BGC (law is useless)
            2. having someone they know who can pass a BGC buy the weapon for them (already illegal)
            3. stealing (law is useless).

            They already won’t prosecute actual criminals for gun crimes, why create more process crimes? Five’ll get you ten the only people who ever end up in trouble for breaking any UBC laws are people who don’t need to be in jail (probably suburban white guys who decide they don’t need to bother carrying out a BGC when they sell to their best friend and then some karen rats them out)

    TL, will the criminals and illegal gun owners, drug dealers, etc. be put through the same rigorous background checks, expense, wait times and hassle as the law abiding, responsible gun owners? Will the criminals adhere to the ten clip rule at least in NJ? and the hollow point rule? Just wondering
