S5 Status

S5 ScaSa (2R) Transfers management of PFRS to Board of Trustees of PFRS.
Passed both Houses March 26, 2018.

So where does it stand now?

There is an 11 step process for a bill becoming law in New Jersey and S5 is on the final steps:

After final passage, the bill is sent to the Governor. The Governor may sign it, conditionally veto it (returning it for changes) or veto it absolutely. A bill becomes law upon the Governor’s signature or after 45 days if no action is taken. If vetoed, a bill may become law if the Legislature overrides the veto by a 2/3 vote. A law takes effect on the day specified in its text or, if unspecified, the next July 4th.

So far 12 bills have made it all the way under Murphy:

A839 Prohibits offshore oil and gas exploration, development, and production in State waters, and issuance of DEP permits and approvals for activities associated with offshore oil and gas activities.*
A2014 Automatically registers to vote and updates voter registration for eligible person when applying for motor vehicle driver’s license, or non-driver identification card.*
AJR55 Designates March of each year as “Bleeding Disorders Awareness Month.”
AJR93 Designates April of every year as “Sikh Awareness and Appreciation Month.”
AJR105 Designates March of each year as “Professional Social Work Month” in New Jersey.
S104 Concerns equal pay and employment discrimination.*
S105 Provides Medicaid coverage for family planning services to individuals with incomes up to 200 percent of the federal poverty level.
S120 Makes FY 2018 supplemental appropriation of $7,453,000 to DOH for family planning services.
S414 Requires school districts, charter schools, nonpublic schools, and contracted service providers to review employment history of prospective employees who will have regular contact with students to ascertain allegations of child abuse or sexual misconduct.**
S598 Requires NJ to join U.S. Climate Alliance to uphold Paris Climate Accord.
S1248 Extends transmittal date deadline for fiscal year 2018-2019 gubernatorial budget message to Legislature from fourth Tuesday in February to March 13, 2018.
SJR17 Designates February 14 of each year as “Socks for the Homeless Day.”


I get Thursday, May 10 as the date for action (or not) on S5. Let’s return  to our poll with the first option obviously wrong and two options added:

    The legislature is not on the best terms with Murphy. Any veto, condidtional or otherwise will be overturned. Murphy knows this and will not run the risk of looking like a fool by having the legislature overturn his veto, and at the same time piss of the police and fire unions. This is not Christie. Christie had every GOP legislature turn theri vote if he wanted a veto. Murphy will also not want ill will right before budget time. He agrees with the PBA in principle. Your poll does not include Murphy doing nothing. This will not happpen as he doesnt want to piss off PBA members in his first year. My prediction is that he will sign the bill the first week of May

      Murphy sure isn’t Christie…….. the latter not in a fan of kissing UNION “rump”.

      PBA members should simple be IGNORED, and if they make a stink, he should start telling NJ’s Citizenry how LUDICROUSLY generous and costly their pensions & benefits REALLY are.
